Description: This program will cover the Federal Housing Finance Agency amendments proposed in late October regarding existing regulations for Federal Home Loan Bank housing goals.  This luncheon will be in the middle of the 90 day comment period on the proposed rule. The proposed rule would: Set a single prospective mortgage purchase housing goal as a share of each FHLBank's total AMA purchases; Set a new small member participation housing goal for participation by small institutions; Eliminate the volume threshold and instead allow FHLBanks to propose different goals levels for mortgage purchases and small member participation; and Simplify and expand the eligibility criteria to enable federally backed loans to count for goals purposes.

Speaker Bios

Ethan Handelman is a senior policy analyst at the Federal Housing Finance Agency in the Office of Housing and Community Investment, which oversees the affordable housing mission activities of Fannie Mae, Freddie Mac, and the Federal Home Loan Banks. Prior to joining FHFA, he spent seven years as Vice President for Policy and Advocacy at the National Housing Conference (NHC), finishing his time as Acting CEO. While at NHC, Ethan directed the policy agenda aimed at ensuring affordable housing for all, led national working groups, spoke and wrote extensively, and testified before Congress. Prior to that, he led the advisory practice at Recap Real Estate Advisors, assisting public and private-sector clients to understand and shape the affordable housing financial and policy environment. Ethan received his MA in International Relations from Harvard University and holds a BA in Political Science from University of Michigan. He chairs the board of Housing Unlimited, a nonprofit housing provider in Montgomery County, Maryland.  

Dan Fichtler is Director of Housing Finance Policy at the MBA. In this role, he is responsible for developing MBA's policy work related to loan production issues, including the government housing programs operated by FHA, VA, and USDA, as well as secondary and capital markets issues, including agency and non-agency securities markets and the activities of FHFA, Fannie Mae and Freddie Mac, Ginnie Mae, and the Federal Home Loan Banks. Prior to joining MBA, Dan was a policy advisor at the U.S. Department of the Treasury, where he served on the staff of the Financial Stability Oversight Council. He has also served as an advisor to the majority staff of the Senate Banking Committee, during which time he helped draft the Johnson-Crapo housing finance reform legislation.  Dan holds a Bachelor's degree in economics and political science from Colgate University and a Master's in Public Affairs from the Woodrow Wilson School at Princeton University.
